In this article, my objective is to outline the two most important design issues relating to these structures: selection of the construction technique and structural design selection and detailing of the waterproofing system. Although structure and waterproofing imply two separate design issues, they should be regarded as one issue, as the type and design of the structure can influence the waterproofing technique and vice versa. Strictly speaking, waterproofing should more correctly be referred to as water-resistance - as should all categories of structural waterproofing, including the membrane or active types, and concrete, in particular. The structure alone or in combination with additional waterproofing system can provide all or part of controlling water ingress and this will influence the level of water-resistance achieved. This is analogous to an electrical resistor, as the amount of resistance will depend on the constituent parts but may break down should an element prove faulty. The essence of good design is to achieve a level of water-resistance that is adequate for the uses of the basement and site conditions. The solution should be practical and consideration should be given to the maintenance level required. This is unlikely to be fully achieved unless both the construction form, including structural design and detailing, and the waterproofing system (if any), including its details, are assessed together. It is also important to consider the problem in three dimensions, rather than a two-dimensional exercise on paper. The three critical issues are: choice, design and detailing of the structure

Laser hair removal, once limited to patients with dark hair, can now be effectively performed on blonde facial hair with the assistance of a topical melanin solution. According to Elizabeth Tanzi, MD, of Washington, DC, this enhanced clinical method offers promise to patients with fair hair who hope to take advantage of the long-lasting benefits of laser hair removal. In the pilot study, 11 patients with lair skin and blonde or nonpigmented facial hair applied the topical melanin-encased solution to their cheeks twice a day for 2 weeks prior to laser treatment. Abstract Coaching has become a popular method to develop senior executives, yet its effectiveness is open to debate. First, coaching is often conducted without addressing the environment in which the executive operates, making gains derived from coaching difficult to sustain. Second, executives often resist being coached, inhibiting them from learning or acting differently. This article demonstrates executive coaching to be an effective management and organizational development tool, particularly when coaches become more aware of their own resistance to coaching. I wasnt surprised to receive a phone call from Ilene, but I was surprised by what she wanted to discuss. Ilene was an HR executive I knew from another company where I had helped implement a large-scale organization change initiative. She was well acquainted with my bias toward a more systemic rather than an individual approach to change, so I was puzzled that she wanted to discuss a one-on-one executive coaching assignment. She knew my opinion that an outside coach was often brought in as a surrogate for an individuals manager who didnt have the courage to provide feedback. I said that the individuals boss should be coached, not the individual. She was also aware of my low opinion of companies that tolerated the flaws of high-flying executives until they stopped “bringing in the bacon,” at which point they thought a coach might “fix” their problem.

interest in the Tirisano Diamond Mine to Mogopa in consideration for the
payment of R26 million. Mogopa will replace Mvelaphanda Exploration as the
entity providing the black economic empowerment for the Tirisano project as
required by South African mineral legislation. Mogopa is also Etruscan
Diamonds Black Economic Empowerment partner on the Hartbeestlaagte and
Zwartrand properties in which it already owns a 26% interest. Mogopa has
accepted an indicative term sheet from the Industrial Development
Corporation of South Africa Limited (”IDC”) to finance Mogopas acquisition
of the 26% interest in the Tirisano Mine Joint Venture. Etruscan Diamonds
has also accepted an indicative term sheet from the IDC to provide an
additional R25 million to fund additional working capital requirements to
reactivate the Tirisano Mine. These financings have been approved by the
IDCs credit committee and closing is expected to occur in October.

DENVER - A Christian lawyer who had represented a student injured in the Columbine High School shootings has warned the boys family against hiring Jewish lawyers, a published report says. Denver lawyer Anthony Sturniolo confirmed he sent a letter dated Oct. 14 to the family, whom he declined to identify, after the family decided to hire other lawyers. He said he felt it was important for a Christian lawyer to represent Christian families, he told The Denver Post. Sturniolo did not return calls from The Associated Press on Saturday. “You have hired two Jewish attorneys, and Mr. Fieger in the past has been quoted openly ridiculing anyone who believed in Jesus. I know that you are committed Christians, and I do not want you to be led astray to a position that might be a poor witness to our Lord.” He said he was trying to make sure his former clients knew their lawyers are not Christians.

Hair Loss
Hair loss is a normal part of the hair growth cycle. In fact, we typically lose 50 to 150 scalp hairs every day. Baldness (alopecia) results when hair, loss occurs at an abnormally high rate; when hair replacement occurs at an abnormally slow rate; or when normal hairs are replaced by thinner, shorter ones. Daniel Taheri, MD, Board Certified Dermatologist has treated many patients with hair loss over the years. Recently, Dr. Taheri shared some valuable insight about the causes and treatments of hair loss, as well as natural solutions. A: Although there are many reasons for hair loss, 95 percent of all cases are due to Androgenetic Alopecia, which is more commonly known as Male or Female Pattern Hair Loss. This genetic condition occurs more frequently in males, affecting approximately 40 million men in the United States.
The Cause: Today, it is a known medical fact that hair loss is not due to poor circulation, lack of nutrition, or clogged hair follicles. In 95% of cases, hair loss is due to a genetic sensitivity of the hair follicles to a normal body hormone called Dihydrotestorone or DHT. This condition is known as Androgenetic Alopecia or “Male and Female Pattern Hair Loss”. We normally loose about 100 to 200 hair a day as a part of hairs normal growth and renewal cycle. Under the suppressive effects of DHT, the rate of hair loss increases and the hair follicles produce shorter and thinner hairs. Eventually the hair follicle dies and the hair is permanently lost. Treatments: There are no cures for hair loss but its progress can be stopped and its effects reversed to some extent. Currently there are two available medications for treatment of hair loss. Propecia[R] is a medication available by prescription for men only. It works by inhibiting the enzyme that produces DHT, preventing its destructive effect on the hair follicle. Rogaine[R] is a Topical formula and works by stimulating the hair follicle and keeping it in the growth phase.

Rising fleet costs are being blamed for the proposed car rental rate hike, as well as the losses sustained from automobile manufacturers rental programs with unsold vehicles. Though most of these subsidies auto manufacturers provided to car rental agencies were phased out during the past several years, some have remained and still impact many rental car agencies. The last significant increase in the rental car industrys rates took place in 1997, when most companys prices rose 5 to 10 percent. Beginning March 1, the four major car rental companies raised rates on non-contracted business by $3 per day and $20 per week. Car rental companies maintain that these rate hikes have not been sufficient to meet their fiscal needs.

To prevent the potential importation of Japanese beetles, 100,000 square feet of sod grass bound for the Real Salt Lake soccer stadium will be inspected by state officials before it is escorted to the field. The sod is being shipped from Fort Morgan, Colo., where the closest-known infestation of Japanese beetles is 50 miles away near the Denver airport. The Utah Department of Agriculture and Food said this is a precautionary measure to ensure that no more beetles enter the state. Orem is in the midst of an infestation, and the UDAF doesnt want the beetles presence in Utah to spread.
Some animals eat things youd never want to try. Earthworms munch dead leaves, chickens swallow rocks, and dung beetles eat dung-also known as poop! Because plants are hard to digest, dung from a cow or other plant-eating animal contains plenty of undigested bits a dung beetle can eat. Many dung beetles roll the poop into a big, round ball and bury it before another dung beetle can steal it.
American Burying Beetle (Nicrophorus americanus) The largest American burying beetle reintroduction effort in the 12-year history of the species recovery program took place recently on Nantucket Island off the Massachusetts coast. The Roger Williams Park Zoo in Providence, Rhode Island, raised well over 300 of the endangered beetles for release on Nantucket Island, a historic locality for the species. On June 11 and 12,320 American burying beetles (160 pairs) were given dead quail for food (the beetles require carrion to reproduce) and released at the Massachusetts Audubon Societys Sesachacha Wildlife Sanctuary. With each pair of beetles capable of raising 10-20 larvae, the 2001 release may result in thousands of beetles on the island by late fall. This effort is probably one of the largest reintroductions ever undertaken for an endangered insect species. Present to document the work was a film crew from the TV program, Wild Moments, and the Providence Journal newspaper. Partners in the work include the Rhode Island Division of Fisheries and Wildlife, Massachusetts Division of Fisheries and Wildlife, Roger Williams Park Zoo, Massachusetts Audubon Society, University of Massachusetts Boston Field Station, University of Rhode Island, Maria Mitchell Natural History Museum, and Nantucket Conservation Foundation. Indiana Bat (Myotis sodalis) As a result of a multi-agency partnership, endangered Indiana bats have been documented to migrate to the Lake Champlain Valley in Vermont from a hibernaculure in New York. Biologists tagged five Indiana bats (four females and one male) with radio transmitters as the bats left their hibernaculum (hibernation site) in early May. Three females were located by air and subsequently by land in Vermont within one to six days after release. Multiple roost trees for two of the females were identified; most of the roost trees were shagbark hickories. Evening counts of bats leaving the roosts ranged from 4 to 120 bats (probably more than one species roosted together). All of the Indiana bats were found on private land and all landowners granted permission for field staff to locate the bats. The success of this study was due to a substantial cooperative effort by state and federal agencies and concerned citizens. Staff and equipment were provided by our New England and New York Field Offices, the New York State Department of Environmental Conservation (which also provided the airplane and pilot), the Green and White Mountain national forests, and the Vermont Agency of Natural Resources. The West Virginia Department of Natural Resources loaned additional equipment. High school and college students also volunteered their time.

This is in response to Susan Millers “My View” (April 1). Her article was about bullies bullying because they can. Ms. Miller has a point about bullies bullying because they can, but there are four words she left out. Because they “get away with it.” The bully is taken to the school counselor and talked to, or a letter might be sent home to the parents. If the victim of a bully were to let fly a left hook to the jaw of a bully, the victim then becomes the aggressor and is suspended or expelled. As long as we punish a victim of bullying for defending him or herself, we condone bullying.

IntroductionFollowing the seminal works of Posner (6) and Tullock (8,9) many authors have extended the theory of rent seeking in several directions. |For a survey of the literature, see Tollison (7) and Brooks and Heijdra (2).~ The received literature focuses mainly on the extent of social wastes due to rent-seeking competition under a variety of assumptions on the number of rent-seekers, the possibility of rent-avoidance, uncertainty, etc.In most of the literature rent seekers are assumed to behave non-cooperatively against each other. That is, the possibility of partial or full cooperation between rent seekers is excluded from consideration. However, it is often observed that rent seekers form a group to share the prize (rent) and costs of rent seeking. For instance, as Appelbaum and Katz (1, p. 175) notes, “|c~ar manufacturers may fight jointly against tariffs on steel imports. . .”. Tollison (7) also acknowledges the possibility that consumers form a group to fight against the monopoly rent. The possibility of group formation by rent seekers indeed raises several interesting issues, aside from its effect on social welfare, such as those on the internal organization of groups and the free-rider problem associated with it. However, to the authors knowledge, no attempt has been made to characterize the rent-seeking competition under the possibility of cooperation between rent seekers. The purpose of this note is to examine the implication of that possibility on rent-seeking competition and on social welfare.The next section sets out the basic model and characterizes equilibrium rent-seeking under the possibility of group formation. It employs the argument the structure of which is similar to that of the club theory pioneered by Buchanan (3). Rational individuals are shown either to form a group to fight for the rent or not, depending upon costs and benefits of group formation. The conventional case in which rent seekers compete independently for the rent can also arise as a special case. In the normative respect it is found that group formation by rent seekers reduces social wastes resulting from rent-seeking competition.

Just like flowers, plants, and trees, kids
grow. For most kids, growing is nothing more than a few pains and a trip to
the mall for a size up in clothing. However, for the more than 23,000
foster children in the Pacific Northwest, keeping up with this growth is an
incredible challenge. Purchasing new clothes is often not in their
caregivers budget and foster children, who at times come only with the
clothes on their back, have to make do with ill-fitting or second-hand
clothing.
Sleep Country USA, the Northwests largest seller of premium mattresses,
strives to change this. Today, the company announced the beginning of its
third annual new clothing drive for foster children. Donations of new
clothing items, including new shoes, new pants, new tops, new socks and
packaged undergarments in all sizes from infants to teenagers are being
accepted at any of Sleep Country USAs stores throughout the region.
Contributions will be collected until April 15th, 2007 for distribution to
the 18 Pacific Northwest foster care organizations that have partnered with

PHOENIX — PetSmart, Inc. (NASDAQ: PETM), declared a quarterly common stock cash dividend of $0.03 cents per share. The dividend is payable Aug. 10, 2007, to shareholders of record at the close of business on July 27, 2007.
